My buddy and I have finished insulationg his garage and he is starting to look at different heat options. There is no gas to his garage. Our options would be electric or some kind of ventless gas. propane? Does anyone have links to examples of good heat options?

I would look into a mini-split ductless heat pump.

I agree....might be a bit expensive...but if you get the heat and cool unit, then yer good year round.
Might also check into a through the wall unit like they have in Motels. Kinda ugly though and require a substantial hole.

How big is the garage? What does he intend to do in there? Does he want it warm all the time or just while working on a car?
Electric will work but it takes a lot of power to bring it up from cold quickly. Heat pumps are fairly slow as well. They do make electric or gas fired infrared units. They mount on the ceiling.
