I purchased a new build in March 2008. Now 20 months later the caulking around my master bath tub is coming off, the grout in the ceramic tile right above it is coming off, and just yesterday I noticed the caulk was turning black where it is pealing off. I cleaned it immediately with Clorox.

My question is, should I contact the national builder who built the home? Should caulk and grout be a problem already?

I know the house is settling but this is not something I expected so soon.

These thing should not be happening in new construction. Certainly, the caulk can get moldy if its neat maintained properly, however grout should not be "coming off". I'd find out exactly how they built the tub surround and what materials were used.

Question, is the tub bouncy when you stand in it or is it properly supported.

Yes, it feels a little bouncy when I first step in. It is a sunken tub.

The tub should not feel bouncy. It should be properly supported from below with a mud bed. If the tub is bouncy, its causing movement, and in turn the movement is causing the grout to crack.

Yes, I think you should contact the builder. If it wasnt installed correctly, they should fix it.:)
