I was pulling up some carpet in the basement because between my wife's cat and two puppies, it's pretty disgusting. Instead of some sort of padding, it appears the carpet was installed with concrete or mortar like tile. I'm not sure if there's concrete under the mortar or if it's installed on wood. I assume it's concrete since the uncarpeted room of the basement is concrete. I'm looking for something to scrape it off to be sure.
Is this type of installation common? Am I wrong about what it is? What's the best way to get this stuff up so I can put down something more pet resistant, like vinyl.
