Can someone tell me why the toilet bowl will not fill with water. The water is turned on.

You might check the level at which the float is set.

Or it could be that the fill valve is clogged.
Disconnect the supply line and aim it into a bucket or large bowl. Turn the shut off valve back on and make sure that you are getting water through the shut off valve.
