I need to know what tool will unlock this and where I can get one real cheap. Thanks and if the pics are to blurry let me know and I will try to take more.

I see only one pic & it's a tad blurry.....what type of door is this installed on? swinging or sliding? where?

it kind of looks like an NID for a phone.

Got all the pics now, still pretty blurry. So is this a door or gate lock? Or some type of a utility lockout?

still looks like a telephone NID and they do not have commonly accessible keys for a reason:

the phone company owns them and what is in that side is illegal to be touched by anybody but the phone company.

If OP would be a bit more forthcoming concerning the issue, there might be some help or direction but somebody simply looking for a key they have no business possessing is not going to get such help.

I agree, the picture looks just like the telephone box on the outside of my house. It is of course the phone company's property, but I have had to get into mine more than once while tracing down a telephone problem. It was the only way to determine if the problem was in the house (my responsiblity) or on the line (their problem to fix.)

there are two sides to an NID; one the consumer is allowed to access and one only the telco is allowed to access.

their lines carry over to the consumer side of the NID and are accessible there for the consumer to troubleshoot anything. If you are not getting line voltage to the consumer side, it is simple a telco problem and they should be contacted.

Since it is the telco property, they can actually press charges for opening that side of the box. I have never seen it done but it is their property and they do control it legally.

they can also remove your phone service for tampering with their equipment.

I had a very similar problem; phoned up the phone company and they helped me sort it out.

Looks like he tried to pry it open with something already. I guess he also didn't notice the wire they put on it that you have to cut in order to open the box and can't replace. I'm sure the tool to open that will cost a lot more than what he would save on the phone bill by stealing service.
