Should I be concerned about laying tile on concrete that has been painted?

Yes, you should be very concerned. The paint needs to be stripped off mechanically.

The paint needs to be removed by grinding, or roll the dice.
Why do people paint floors anyway? If anything, floors that will never be tiled should be stained, not painted.:thinker:
