The screen is torn. However it is not secured in the perimeter by the usual vinyl spline. it is held by 3/8" wide rigid plastic. It can be removed by a screwdriver, but how do you replace it?
I have never seen this before. There is No name brand and it came with the house. It looks like a low end product (cheap).:(

It could be Screen Tite, which is removable, and all you do is tap it back in place with a rubber hammer. You could post a couple of pictures on a site such as photobucket.com and copy/paste the IMG code to your reply post. That way we could make sure that is the correct product.
