The outside wall(lower portion) of my house is losing quite a few patches and I could see the white thermocol. I am not quite sure if my description of the problem is correct, so i am attaching the link to the images of that wall.

How can I resolve this? What kind of plaster should I use? Also, this area gets a lot of water from my sprinkler system. Does this cause any problems?

Welcome to the forums!
That would be stucco that is chipping. You can buy mortar or stucco mix at any big box [mix per directions] and apply it with a trowel or even a drywall knife. While I've painted a lot of stucco, I've not repaired it very often. You are likely to get better/more info in the masonary section of the forums.
