I am trying to repair this filter. I have checked out the
wiring, safety switch and made sure there is 24 volts
available to the power supply (pilot light is lit and checked
with a voltmeter). This leaves the collector and the high
voltage power supply. Does anyone have a method for
checking out either of these two components?

As Dun asked, what's wrong with it?

Call your dealer, Trane CleanEffects has a ten-year limited warranty on the system’s electronics, and a five-year parts limited warranty on the system filters.

if you mess with it anymore, it going to void the warranty.

The filter never gets dirty. After a year I took it out and
it looks almost brand new, (never cleaned). A cheap fiberglass
filter removes more dirt. My old system had a Trane electrostatic
precipatator which worked great. After 3 months
it would be noticably dirty, after 6 months it would be filthy
dirty. As soon as they put the new system in I could tell it
wasn't working, suddenly lots of dust and my allergies were
bothering me much more. I complained repeatedly to the dealer
who was out twice and would only say that it was working.
So now I'm stuck. I've removed the collector for now and
put in 3M filtrete filters which work well but not as well as
my old filter. The dealer has been useless. I had to hire
another company just to get the emergency heat working after
it was installed (it was wired wrong). The dealer had been out
4 times trying to repair it and never could get it going.

Contact Trane and tell them that you are not having luck, and maybe they can find someone else and have the unit replaced/repaired under warranity.

I'll see if I can find a service manual on this. I know a few people who has this, and they do work well.
