I have a painted brick fireplace that i would like to renew with flagstone. Do I have to completely remove the coats of paint before installing stone? can I lay on top of paint? Thanks

It won't stick to the paint. You would need to cover the brick with 1/4 inch durarock cement board to get any adhesion or attach the expanded metal used for stone installation directly to the brick and put a scratch coat.
