i have a 7' high garage door, when i cut the open at 7' i only had 6'' from top of door opening to ceiling, so was wondering if i could cut 6'' off of the last panel to make it work, and of course 6'' off the door runners,

Tracks, No problem. But the section you cut down will probably fall apart

the section that i cut off of top of panel about 6'', is it possible to glue or screw a strip of medal on top panel where it was cut off.This is a insulated garage door. hope to get a reply from someone soon as i'm about to buy this garage door, thanks.....

You said your opening was 7' with 6" of headroom inside the garage up to the ceiling. If this is correct there is a few things you need to be aware of.
First, If your opening is 7' high and the door is 7' high than cutting the door wouldnt work , unless you were to build down the header. If that is what you are thinking, stop thinking that! lol It will not work. Cutting the section is only going to hinder the mechanics of the door and its balance(springs)
Second, what you actually need is specific track for your application called "low headroom track" . the vertical track will be shorter and the horizontal track will be completely different than what you probably have. It has two tracks instead of one and only has a 3" radius instead of the standard 12" radius that is the norm for the industry.
So, Do Not Cut The Door and Purchase some lowhead track from some willing door company. If you want a pic or two or some instructions just let me know, I'd be happy to send them to you or post them on here.
