I'm living in a home that was built in 2000. I have recently noticed that a majority (not all) of the light switches make a slight crackle noise when I turn them on or off slowly. I'm in a fairly dry climate (Colorado). Does anyone have some advise or insight on what this could be?

That's the arc (spark) inside the switch as the contact makes or breaks the connection.
It would probably be a good idea to see what kind of power is controlled by those switches, and swap out cheepo switches. There is a major difference in current-handling capability between a 79-cent cheapo light switch and a well-built one for $2.50. Most household light switches are rated at 15amps (1800 watts at 120VAC), but I've had cheepos blow up in my hand with only a 1,000 watt load.

What your experiencing is pretty normal and is not reason for concern. As Rick posted, it is just the contacts arcing when making and breaking the connection. For this same reason electrical disconnects are spring loaded to quickly make or break connections.
