This is a *dumb* question. I want to do suspended ceiling in my basement. The walls of the basement is cemented. Question is should I first be doing the full wall insulation via stud-walls/insulation/vapor-barrier/drywall and then do the suspended ceiling or can I do the suspended ceiling first?

If 1st, I am not able to figure out how will I later do the drywalls as the perimeter runners are already nailed into the masonary walls.

Your logic is correct. Do the walls first, then the ceiling.
