Hello
The side of a vinyl counyter top is a little to high - someone should have cut it lower because you can see it above the level counter.
How do you do this without a router?

What you need is a file. There are special laminate files made, but you won't find them in the local hardware store. However, a Nicholson Handy file will work fine, and are widely available . File carefully with a slight upward angle and be very careful as you get close to the top surface because the laminate surface is very thin and easy to file through. You can feel with your fingernail when you are getting close, and when to stop. Good luck

The file worked as you said. One piece was aleady loose so I put some liquid nails in between and after a little while joined the pieces. I have tape there until tomorrow.
I could feel why you want to slant upwards.
Now that I have you on the phone, what is the easiest medium to dress up a counter top.
I once made a wooden one when I was in New England but this old town house is more contemporary.
I am not a grout person as I had to take care of a house full of it. A little is ok but not those little squares.
Is there some new yet easy material?

I'm not sure what you mean by "dress up". Are you wanting to somehow improve the appearance of the existing top, or replace it. If the former, other than repairing loose edges, there's not much you can do if it's laminate. If you want to replace the top your options are endless, ranging all the way from laminates to engineered stone. Only you can decide what you want. Good luck
