I am trying to format a hard drive with a floppy disk. I get a message that says cannot format a network drive. Is there any way around this? The hard drive had a virus or spyware so it will not format with a xp cd.

virus or not
any hard drive should format with a proper BOOTABLE cd, be it a rescue cd or a real XP retail version ( or even OEM )
so they problem lies with in your BIOS settings ( in terms of boot order it should be set to CD then HDD)
the disc it self ( meaning it's not a bootable CD )
or the floppy

you are booting to the floppy or cd in a pure command enviroment and not in a shell under windows XP right?
as you cannot format it , if XP loads
it must be booting to the command prompt

then you can format, with no issues

Is this a network drive or an installed drive?
