Hello and Welcome Mike.
Most likely, yes. The spark module is defective, if all (2-4) sparkers fail to spark. I doubt there is a fuse to the module. Not often used anymore. If there where to be one, it would most likely be under the protective sheet metal cover of the module. Possible there is one but then again not likely.
If you're able to access the module & handy replacing parts, doing so will likely resolve the condition. Or just continue to manually light each burner until there is another need to replace a part and combine the repairs into one.
May help to read the sticky note HERE (http://forum.doityourself.com/showthread.php?t=159808) pertaining to spark module and or sparker replacements.
