I am gutting my bathroom and have broken up the shower base which was tile over concrete. The was a plastic liner under the concrete that was tucked under a metal plate around the drain. There were 3 bolts holding the plate down to the floor. I was able to remove 2 of the bolts, however the 3rd one broke off. When I go to install the new plate how the heck do I work around this?

You will need to replace the the drain assembly. May require you to dig out that line a bit, cut the old one off, then glue on the new one.

What Hot said. There will be a strange looking trap under that ring. It all gets whacked off. Should be connected to a 2" pipe. Cut with a sawzall on the trap side of the fitting then you should be able to unscrew the last piece(big pipe wrench and muscle). Install a new PVC trap to the proper location.
If you recycle, the ring is solid brass, the trap is cast iron, so save the brass.
