Clean very well with mineral spirits to remove kitchen grease, finger oils etc,let dry well, scuff sand with very fine sandpaper then prime with solvent/oil based primer of better quality followed by oil based enamel or waterbourne enamel if you prefer water clean up and it's available to you.

Here's some good info to get you started; http://forum.doityourself.com/painting/292098-ideal-cabinet-repaint.html
It also works best if you remove all the doors and drawers [mark them so you know where they go ;)] This allows you better access to the cabinet carcass and allows you to paint the doors/drawers in another location where the drying paint is less likely to be disturbed, also makes for less paint fumes in your living area.
If you plan to paint them white, I highly recomend using a waterborne enamel like SWP's proclassic waterborne. White oil base enamels yellow over time. Both oil base and waterborne enamels dry to a hard film = wears good. Latex enamels don't dry to as hard a film so it won't wear as well. There is a big difference between the cheap latex enamels and the more expensive quality latex enamels.
