What is the feasibilty of installing porcelain tile on an outdoor concrete retaining wall? What kind of mastic would I use and are there any special installation tips?.

Mastic is indeed a tile adhesive. However, it was not intended for use where the tiles will be subjected to a lot of moisture.
Be aware that lots of mastic is sold premixed in buckets that are labeled as "thinset". It is not thinset mortar. The stuff you want is sold unmixed in bags.
