My toilet on my 2nd floor bathroom is having problems refilling the tank after a flush. Usually it fills up but it takes a while for it to refill. When it does not refill, I shut off the valve at the toilet and open it again after a min and then the water flows again slowly. Is there something wrong with the toilet or the pipes?

Either the valve below has a loose washer that is blocking flow or the ballcock itself is not functioning properly.Take the supply line loose from the toilet after turning the valve closed,aim it into a bucket,turn the valve on.If the flow is normal it's the ballcock if not it's the valve.Which ever one it is replace it and while you're at it replace the supply line with a stainless steel flex line.
