I have two very large windows that face the morning sun chipping paint very badly. I started to chip the old paint away and then sand so I could paint fresh paint. Question is there are some spots that I can see that look like they might chip do I work at it and try to chip the paint away or not touch and just put fresh paint over.

Welcome to the forums!
The more loose paint you remove, the less likely it is to peel later although a fresh coat of paint over partially bonded paint will help the paint to adhere longer. Don't forget to prime any of the raw wood.
