I have no idea what to do to them to "finish them". I need to do it as cheapley as possible. I did the "water drop test" and it didn't fog or bead. So I guess its a Polyurethane finish? I used a sponge and water to get up some of the pad resistent to come up. Used a paper towel to dry that up, whioch came up with a brown residue on towel (floors finish?) then ran over it with a broom then a swiffer.
So, do I need to get a minwax polish/finish kit or?

If you're getting residue off of the floor, recoating probably isn't an option, because a new finish coat won't bond if there is any contaminant. I would say you're looking at a sand & refinish.
