I know this is Wells but some well folks know about water source heat pumps.

when in bed I can hear my water cutting off and on as the pipes enter right under my bed.. I been hearing it go off often making me think there is some water running. As when no AC running or nothing at night water should not be kicking off/on.

I went under the house to my Trane unit. It was not running but the black regulator/solonid was running water through it.
Usually it is quite you don't hear nothing.. I turned the black valve off.

If you know about this what it does, tell me about it.
being laid off I will need to replace myself. anything about hooking back up.. How open does the black valve/wheel need to be open.
Thanking you in advance

I dont know much about that type of system but, a good place to start is, what causes the valve to open and close?

Does the system keep pressure on it? Maybe there is a check valve leaking somewhere.
If the valve is controlled by line pressure, the pressure switch may tell the valve to open to keep pressure on it.
If you turn on the ac, witch would cause water to flow, the line pressure would drop and open the valve.

I am kinda grasping at straws here.
What ever controls the valve may be a troubleshooting starting point.

That is an electric solenoid valve. They are designed to open when the heat pump comes on and close when the heat pump goes off. It probably just needs cleaning out as a little debris can keep the valve from closing. It could also just need new rubber in the valve seat or a new electric solenoid. The knob controls how much flow goes through when the valve is in the open position. You want enough flow to make heat pump work but, not enough flow to drop your house pressure low.
