I am looking into installing fiberglass reinforced panels in a commercial kitchen; the walls are bare cinder block = do I need to prep the block before using the adhesive for the FRP panels?

Should be fine as long as its clean and dry.

....but would bare cinder block suck up the adhesive causing the panels not to adhere?

Hasn't been a problem in my experience..it's more like a mastic/contact adhesive/Liquid Nail. Skins over pretty quick and the older stuff was bad on the eyes and nose. I think its all low VOC now..might be a little better.
I would recommend the trowel applied stuff over the caulk tube stuff.
