We are wanting to install a fence around our back yard. There is a retaining wall (about 2-3 feet in height) that runs along one side of our yard. The retaining wall was built about 3-5 feet from the property line because of utility lines that run along that side of the property. The fence would come to a 90 degree angle with the retaining wall. My question is should we try to connect the fence with a section that goes on top of the raised section of yard, or should we just run the fence down the retaining wall on the lower section of the yard?

Welcome to the forums.
Since there are utilities that run below the retaining wall, I would suggest keeping the fence above it, and out of that easement. If anything ever happens and the utility companies had to get to their lines, they woul take out your fence and probably not replace it.
