There is every chance that the moisture from the vents is condensing on the metal roof and maintaining dampness for long enough for the mildew to grow. Cleaning the mildew off the roof with something akin to Spic 'n Span should clear it up until it recurs.

A bleach/water solution will also remove the mildew but it must be rinsed well!!! otherwise the bleach will promote rust on the metal roofing
How was the roof installed? Is there an attic space between the MH roof and the new roof? if so how much? or did he tie the vents into the new roof?
btw - welcome to the forums!

he put 1-4s and put the metal on top of our old roof. about 1inch space.BUY THE WAY THE MILDEW IS AROUND THE VENTS ON THE INSIDE OF MY HOUSE. NOT OUTSIDE ON THE ROOF.

So did he extend the vents thru the new roof? If not, the vents aren't able to do their job. A bleach/water mixture in a spray bottle will work well for cleaning the inside. I assume a bath room cleaner like tilex would work as well.

What is the relative humidity of your house? Do you run the air conditioner or dehumidifiers in the summer months?

Did he raise the vents? If not, they might be restricted and not exhausting as well as they are supposed to.
