I have a cement block basement, it's dry. The walls are 100% exposed to air on the outside, the walls are not partially buried by soil.
I am concerned about moisture retention. Should I use (1) foamboard with adhesive, furred out and covered with drywall OR... (2) fiberglass insulation, furred out and covered with drywall.

#1 would be my choice. The pink stuff(owens-Corning i think) makes 2" rigid foam w/cutouts for furring strips. Glue if you want, but anchor the furring strips with tap cons or lock pins, then install drywall over that. You can also add a layer of furring strips perpendicular which gives a wiring trough(protected wiring, of course).
