i have a 17 foot bass boat and it sways as i am going down the road not a lot but sometimes it gets out of control i have to slow don and resume my speed

It is usually caused by the weight being too far back behind the axle. Can you adjust the bow stop forward, causing the boat to ride further forward?

another thing to check-
rub your hand 'across' the tread of the tire (insine of trailer to outside)
if tou feel a feathered/saw tooth wear pattern,
tou could have a tire alignment problem(tires too far apart,or too close at the front of the tire-as compared to the rear of the tire.
do you have 'trailer tires' or plain passenger car tires.
trailer tires-are usualy-bias ply.
'car tires' are radial ply-& much more affected by the toe in/toe out angle-in the upper part of the post.

I agree that it is likely that the tongue weight is too low.
The weight of the tongue should be about 10% of the gross trailer weight.
IOW if your trailer with boat weighs 1000 lbs the weight on the hitch should be 100 lbs.
You can tell it is too light if it is easy to pick up the tongue.
If this is so then you could loosen the winch pillar and move it forward then drag the boat forward.
Another possibility is that your vehicle or trailer tire pressure is uneven or too low.
