Is eliminating chlorine using a chlorine/carbon filter along witha water softener a good idea??? Will it cause bacteria to pile up in the pipes and on refrigerator ice?

It shouldn't be a problem. The chlorine has already done its job of killing the bacteria, so there shouldn't be any left to "pile up."
