Both schools of thought will be represented here by sundown tomorrow, so hang on. Here in the south we ventilate crawlspaces using adequate 8 x 16 foundation vents. We open them in the summer to allow the cross ventilation to keep the humidity from building up, and close them to keep the cold air from freezing our pipes. Using automatic vents is very covenient.
Not sure what your local building codes call for, but, it appears you have them already, I would advise use them.

Ask and you shall receive! In green grass states (this includes GA chandler) you will won't to closes the vents year round. Venting pulls in humid air to a cool crawl space then the RH will go sky high. So I'll say close vents, place VB on the ground over lap at least two feet and run up wall to ground height.
