What can I do to permanently waterproof my basement walls (cider blocks). All these paints, as far as I read, must be reapplied every some many years, for ex. Drylock.

Permanently would mean you will need to dig up the outside and put a membrane on the walls.

And put in drain tile to re,ove the water.

I've applied a good bit of drylok and have confidence in the product but like the others have said - it's best to stop the water on the outside!!

There isn't a good substitute for sealing the foundation and piping out any water but making sure gutters/downspouts are piped away from the house and grading so the water isn't directed to the house will go a long way in keeping the basement dry.
