Thermostatic Controls - Need Help with new RTH2310 Installation

Hi,
I just bought a new RTH2310 DIY Honeywell Programmable Thermostat. My old was on a TF10 mercury Honeywell. We have an oil burner with no cooling.
When taking the old thermo off of the back plate, there were only 2 wires installed, a black and a while (no labels) and a red wire that was no connected to anything. On the oil burner, the white and black wires are connected to the thermostat terminals, and there is no red wire at all.
I Then installed the backplate of the RTH2310, connected the white wire to the W terminal, the Black wire to the Rh terminal (Rh and Rc are jumped). Off course the power was all off when I was doing the wiring.
When I turned on the burner, it went on and the new thermostat had no control of it at all. We had to manually turn the burner off.
Am I supposed to program the thermostat for on and off settings before I hook it up to the wiring? Is my wiring wrong? Is this particular thermostat not compatible with my ancient oil burner?

R and W is correct..
The burner still runs when the t-stat is in "Off" mode?
If so, then undo the wires and try again.. if it still runs, then I'm going to guess a wire is shorting out somewhere on you.
