i found this honda lawn mower at the dump brought it home got it running but now it revs up and down would this have to do with the cables or is there some sort of adjustment i need to do model number HRT 216 THANKS

The carburetor is the cause of the engine surging. Thoroughly clean the carburetor using information in the link below as a go by.
