I just moved and the house has a 7 foot 2 car garage steel non insulated door. It is the modern kind with continuous panels from one side to the other. Whoever installed the opener had no idea what they were doing and now the top panel is so badly comprimised and bowed that the integrity of the whole door is shot and it will not open and close. Can the panels be replaced or do i need a new door?

Panels can be replaced. If you have springs on the side this may be a DIY job. If you have a torsion spring across the top then it can be dangerous for a newbie. Assuming it is standard size door a garage door company should have a replacement panel. If you can find maker and model number you may be able to get an exact replacement.
