any tips on this . what material can i place between the two. other than plywood that the tape would stick to. is there a chemical of some kind that i can wash the old glued down vinyl with that will make the the special tape stick to it well.

should be ok . as long as the floor is free of dirt dust and paint But i would take a peice of the double stick tape and start in the corner of the area and apply it to the floor and rub in with a rag for a few inches and see if it's grabing? if it should not adhere to the floor you will need to use a wax stripper cleaner
