I have hired out 2 large rooms to be refinished. I was first told they were going to skim coat all the walls. When I found out they were not going to prime the walls that it was an upgrade, I requested that upgrade. Now they tell me due to the priming of the sheet rock the skim coat is not necissary.
What would be the norm for a smooth finish?

What kind of finish do you want? What do you want to pay for?
Can they promise what you want using whatever coats or lack of coats they are going to use?
Unless your walls are already nearly perfect I can't imagine a primer would produce a wall that is better than a skimmed wall.
There are, however some products "out there" that promise a level five finish. But that quality of finish can only be achieved on a wall that is already smooth and perfect.
If you want a drywall wall to look like a plaster wall be prepared to pay almost plaster prices.

.... and from a painter's prospective - it doesn't matter if the wall is skimmed or not - you still need primer on the wall before you paint!
There are some hi-build primers[like USG 1st coat] formulated to be sprayed on that will help to minimize minor flaws in the drywall.... but IMO a skim coat is better.
