how do you repair the worn treads without removing the whole tread?

depending on the amount of wear. Some ideas:
Cover all the treads with a new material. Sand the treads and refinish, this would give all treads the same look. Usually treads wear on the front to about 3" back. Route them out and install a different type of wood for a very unique staircase.
