I have a Rheem gas water heater that won't light. The gas valve never opens.

It has a Robertshaw HS780 17NL 104A controller. I thought this was faulty so replaced it with a 304A controller. Same problem

24 volts is present at TH connection, blower is working, igniter lights up but 24volts never appears at "VALVE" connection (on the controller).
If I force 24volts to gas valve at the appropriate time, heater lights and works normally.

Something i would try and/or check out is the ground on this board.

Some of these electronic boards use a ground to work (in the electronic sense) even if it means the board is mounted with screws. I've seen people replace a board but not mount it the way it was to see if it worked and it still didn't because the "ground" was still disconnected.
