Thanks all ahead of time for any help you can offer!
What I have done:
1. Replaced Dual Run Capacitor.
2. Replaced Contactor
3. Attempted to test thermostat.
The condensor cuts on when I manually press contactor (both fan and compressor.) It will not cut on when thermostat i set to cool. The thermostat does click when I turn it to cool tho...

Need to check for 24v at coil of contactor with stat calling for cooling, if no 24v at coil but 24v at secondary side of transformer. Did you take the stat off the wall when you tested it?

Nope did not take stat off the wall.
I have a standard Ohm Meter that I use for small electronics.. Will that work to check for 24V? Is it 24V DC?
I just attempted to check the voltage from red wire in stat and it got some odd readings. May be me not using the ohm meter rite...

OK, well first off your trying to read ac voltage not ohms:rolleyes:

Sorry i said wrong phrase. It is a multimeter :) beasures DCV/ACV/DCA and ohms.
Also I got it working. I flipped the breaker on and off and reset the thermostat and it came one. Only thing now is I think I screwed up my wiring.
The unit comes on but after about 3 minutes the fan cuts off...

It seems I got it working... Looks like one of the wires from the fan had a really loose connection... It is running now :) ahhhhhh cold air = good

First off you have both cap wires brown and brown/white on the same post, need to put on separate terminals, one on fan and one on com, same for compressor one on herm and one on com. Thats not a new cap.

Remove the brown wire with the white stripe from the fan terminal of the capacitor and tape up the end. Should do it.
