Start your planning by deciding what type of material you would like to use. Do the neighbors have fences like the one you want to build? They can be metal, plastic or wood, or a combination of all three. Does it need a gate? Will it provide security? What tools do you have available and what is your level of experience on this type of undertaking? I will try to help with some answers if you can provide some. :D

Something I saw on TV the other day was Concrete Fencing. They make these big slabs of fence material that look like long wooden planks, color whatever way you desire, and slide them down in H-shaped fenceposts. You won't see or hear the highway after you put that in :D It is more expensive than wood and not really a DIY project, but worth checking out.
