My Ademco 4110 is holding the phone line off-hook. Can the control box be reset or has a relay failed?

You can try powering the panel down and restarting.
Try simply unplugging the cord. Sometimes the RJ-31x jack can fail in such a way that it keeps the phone off hook.
But, otherwise, yes, these _can_ fail with the phone relay stuck in the off hook position.
