I have an existing steel raining which has the 1"sq steel posts anchored in an epoxy/cement compound. This has started to chip out, looks ugly. The railing otherwise is in great shape. Does anyone know of a decorative flange type of base which can be installed around an existing post. aluminum,vinyl,etc, 3" or so sq base. first post, thanks

Welcome to the forums.
You might try googling 'ornamental iron railing'.
The bases that you need will have to be two pice so you can slip them around the post without having to unanchor it.
