I have a Carrier model #38ckc060310. The outside fan does not always start right away when the system comes on. The fan does turn freely when it is off. I notice the fan does come on after 5-10 minutes but it makes a squeaking noise as it begins to turn. After it gets going it sounds fine. I had my son switch the system on when I stood outside to watch the unit as it tried to start and I heard a small "pop" and the fan took 5-10 minutes to start.

Try replacing the capacitor
