My old DSC PC3000 is blocking the phone line as I don't havea dial tone on any other phones in the house.
If I disconnect the red and green wires connecting the alarm to the home line (POTS to RJ31X) , I get a dial tone in the house again. Also, If I disconnect the alarm from the RJ31X, I get a dial tone coming from the RJ31X, and the other phones of the house.
So it is definitely the PC3000 panel that blocks the dial tone. (Panel still able to call monitoring station though)
Any help would be appreciated. Thanks

Hmmm, try powering down and restarting.
It _could_be the cord that goes from the panel connections to the RJ31x jack. They have been known to go bad and take the line off the hook.
Power cycle first, though.

doesnt sound like it was ever connected correctly if disconnecting the red & green wires fixes the problem, if wired correctly- this would make the whole house dead, until the red & green are connected to the yellow & black
unplugging the RJ-31/38 cord would allow you home phones to work.
is this a monitored system?
maybe cause an alarm that would communicate to see if it does, the relay may be stuck open. the panel is + 15 years old, may be time for a new one, i have many that are installed & still working after that long, no problems
