My cement garage is starting to wear from the weather. I just noticed a trough and through fist sized hole in my garage that I can see straight through to my basement. It looks like there was some type of wiring inside the cement. Any ideas on how I can fix this?

You are seeing a wire mesh. I usually use a mix of portland & sand (3 sand to 2 portland). Mix water until it looks like sherbert.

I doubt you have a cement floor. It would crumble worse then that. It is probably concrete they put to much water in to stretch it or just save a bit.
