I have thought of scraping the stain and reapplying an oil based finish, but that sounds a bit drastic

First thing I'd try (since you might have some in the medecine cabinet) is taking a cotton ball and some rubbing alcohol, and very lightly swab the ring.
If this doesn't work, try the same thing, but use denatured alcohol, which can be found along with the paint thinner in most hardware stores.

Use a warm iron on the piece of cotton placed over the stain, iron very briefly, lift the cloth, and repeat until stain is gone.

There are spots, and then there are SPOTS.
The two answers above assume a white spot. Those answers will work for those.
If the spot is black the top will have to be stripped, then a wood bleach applied (oxalic acid). This job is better left to a pro.
FYI - a white spot is indicative of moisture trapped IN the finish. A black spot indicates mositure has penetrated the finish and stained the wood.
