Can I paint vinyl base moulding. If so, what kind of paint?
this is in an unoccupied nursing home room so the paint cannot be very fume-y.

Welcome to the forums! Since it is a health location, you will have to get the blessings of the health officials locally, and more so the nursing home administration. But to answer your question, no, you can't paint the rubber base and expect any longevity of it, especially in an environment where water will be applied almost daily in a cleaning procedure.

Why are you wanting/needing to paint it?

I have applied a thin coat of paint to vinyl base to hide the effects of multiple unprofessional paint jobs but I don't know how well it held up. If the paint is recent, it might not be too hard to remove it. I wouldn't attempt a color change.
