I just had phone service activated at my new house and only 2 jacks have the dial tone. I wanted to move the dead wires to the active block, but there is not a standard NID box on the side of the house like I've seen at other houses (my home was built in 1940). I stuck my head in the crawl space entry and found what you see in this picture. Does anyone know if this is what I need for moving the phone lines? If so, how do I do it?

It looks like someone did some creative wiring for a two-line system in the past. Line 1 is the blue pair and Line 2 is the Orange pair. A single line will use only the blue pair.

White/blue to white/blue, and blue to blue.

If I open up the wall jacks and determine which color lines are active and which are inactive, can I just connect the inactive lines to the active lines at the location of the picture?
This would be easier than going to each jack and switching the wires.

Just disconnect the inactive line from the jack and connect the active line. I would connect the inactive pair to the remaining two screws. That way if you ever want a second line or home run for broadband your set.

Years ago I made a test jack by connecting short leads with alligator clips to a small surface jack. I plug a phone into that and use it to listen for a dial tone on each pair.
