I installed a new ceiling fan to replace a ceiling light: white wire to white wire and the black and blue wires to the black wire. There is a pull chain for the lights and one for the fan. With the lights on, the fan works. When the lights are turned off using the pull chain, the fan makes noises and slows down and barely turns. Any ideas what is wrong??

white wire to white wire and the black and blue wires to the black wire That sounds correct. Are there more then two wires in the box. Did the light kit have a plug on it or individual wires that had to be nutted to wires in the fan?

There were just the black and white wires in the box. The light kit had a plastic plug to connect to the plug from the fan. It just makes no sense that reducing the power used (turning the lights off) would reduce the power of the fan.

I'm like Ray, your wiring is correct, so IMO the fan is bad, and it happens.
