I have an older home and am plagued with the usual complaint, not enough electrical outlets. I am in the planning stages now for adding 2-3 circuits (have a 100 amp box withH room for more circuits). The walls in the house are plaster instead of sheetrock. I have seen houses with recepticles installed in the floor. Is this acceptable? (no small children to worry about). I should add that no permit or inspection is required where I am.

Floor receptacles are acceptable instead of wall mounted. However, you need to use floor box rated devices. These seem to run about $40-50 each.
If you layout you receptacles carefully and use a box like the Smart box that screws to the side of the stud, your new work can be as secure as new work.
Even if the plaster cracks you can still repair it with drywall.

Do you have wideish baseboards? If so, you can install them in that. That is the way it was done years ago.

Yes, in fact the baseboards appear to be 1 X 6s.
